Room settings

This isn't every piece of the puzzle as there are two more buckets needed. One is AI Penalty Box and the other is AIX Penalty Box. They're the same as their parent bucket with the exception of -5%, -5%, -5% as the three handicap values.

Three notes:

1. Any blank location you see varies with the weekly track.
   
2. List the buckets in this order: AIX, AIX Penalty Box, AI, AI Penalty Box. Should the room be mixed when the game grids the start, the faster cars will be put in front.
   
3. Racers new to the series may have builds which do not fit. I made these settings long ago and they haven't been adjusted. If you have a car that cannot fit to these regulations, let me know; it's probably the room rules, not your car.
